Painted Photography

How could the photography and painting were merged to create a work of art?
Is this possible? To naturalistic painting that could include portions of reality and parts of the representation with the bits of photography and painting, respectively. I have a rad picture of the Golden Gate Bridge in my mind right now haha.
My best advice for this would be to blow up a picture of the GGB to a desired size and cut perhaps a third or a quarter of the image then spray adhesive to a canvas. Use the cut piece as a guide to draw the missing part on the canvas then try to paint it back on using oil or acrylic. To make it look even cooler, it might be a good idea to use only shades of a color in the painted parts to add a unique touch. I do not paint over the top of a picture, I can not see that ending well. Fortunately fresh sounds good with it!
